The KEFFESO Host Communities represent a strategic cluster of eleven oil-producing coastal communities located within the Southern Ijaw and Brass Local Government Areas of Bayelsa State. These communities occupy a significant position within Nigeria’s petroleum-producing region and play an essential role in supporting upstream oil and gas operations across the Niger Delta.
Originally known as KEFFES, the community cluster expanded following the implementation of the Petroleum Industry Act (PIA) 2021, resulting in the inclusion of three additional communities and the adoption of the acronym KEFFESO, symbolizing greater representation, unity, and collective development. 
The Eleven KEFFESO Communities
The KEFFESO cluster comprises:
* Koluama 1
* Koluama 2
* Ezetu 1
* Ezetu 2
* Foropa
* Fish Town (Fishtown)
* Ekeni
* Sangana
* Opu-Okumbiri
* Okumbiribeleu
* Oginibiri
These communities are predominantly riverine settlements with rich cultural heritage and substantial contributions to Nigeria’s oil and gas production. 
KEFFESO Host Communities Development Trust (KHCDT)
In accordance with the Petroleum Industry Act (PIA) 2021, the communities are organized under the KEFFESO Host Communities Development Trust, a statutory, non-profit institution established to drive sustainable community development and ensure that host communities directly benefit from petroleum resources extracted within their territories. 
The Trust operates under a governance framework consisting of a Board of Trustees, Host Community Management Committee, and Host Community Advisory Committee, ensuring transparency, accountability, and grassroots participation in decision-making. 
Leadership and Governance
The Board of Trustees is chaired by HRH Theophilus Moses, who leads a team of trustees responsible for providing strategic direction and oversight for development initiatives across the KEFFESO communities. 
According to the Trust’s leadership, the primary objective is to transform the Host Community Development Fund into measurable improvements in education, healthcare, infrastructure, environmental protection, and economic empowerment.

The KEFFESO communities maintain active relationships with major operators in the region, including:

* NNPC Exploration & Production Limited
These operators conduct petroleum activities within OMLs 83, 85, 86, and 88, making the communities important stakeholders in Nigeria’s energy sector. Through KHCDT, community representatives engage operators on local content opportunities, environmental management, capacity building, infrastructure delivery, and sustainable development initiatives.
